The movement to value needs a strategy shift. After a decade of experimentation with alternative payment models, we have the experience base necessary to achieve transformational impact. A better path forward will be based on the key pillars of payment reform — advanced primary care and episode/bundled payments for specialty care both as part of an overarching total costs of care model. For providers working with both the public and private sectors, a consistent path is needed. States such as Connecticut are using their employee benefit plan, and in some instances such as Washington, using the combined power of both the state employee benefit plan and the Medicaid plan, as catalysts to standardize the approach to value based care. We will discuss how this work lays out a clear pathway for how the delivery system can be transformed and how outcomes can change for the better when payment changes for the better.
