Seema Verma

EVP & GM, Oracle Health and Life Sciences; Former Administrator, Centers for Medicare and Medicaid Services

Seema Verma is the Executive Vice President and General Manager of Oracle Health and Life Sciences.  She is overseeing the rollout of Oracle’s next-generation, AI-powered electronic health record (EHR) system, which takes advantage of Oracle’s unique cloud and AI capabilities to reduce the administrative and cognitive burden on providers and empower patients.

In addition to the EHR rollout, Seema Verma is also responsible for Oracle’s life sciences and the health insurance technology portfolio. Ms. Verma focuses on bridging the divide between clinical research and patient care to facilitate improved outcomes.

Before joining Oracle Health, Seema Verma served as a Senior Advisor to private equity firms TPG and Cressey & Co and on the Board of Directors for several health focused organizations. Verma also provided advisory services to a variety of early stage and large public health care companies, including national payers and technology companies focusing on strategy, value creation, and operations.

Ms. Verma was the former administrator of the Centers for Medicare and Medicaid Services (CMS), the largest payer in the world, between 2017-2021. Confirmed by the Senate on a bi-partisan basis, she had one of the longest terms in modern CMS history. In this role, she oversaw a $1.4 trillion dollar budget and coverage for 145 million beneficiaries.

Ms. Verma led the federal healthcare strategy, reducing drug prices and regulations through her Patients Over Paperwork initiative while advancing value-based care, price transparency, and innovation. Under her leadership, CMS lowered premiums across Medicare programs, provided $35 insulin for seniors, and expanded telehealth, Hospital at Home, and no-cost COVID-19 vaccines nationwide.

Prior to her role at CMS, Ms. Verma founded and sold a national consulting company and worked as a VP for Policy and Planning for a public hospital, public health department, and health system.

Ms. Verma is a Director on the Board of LifeStance, a public company focused on behavioral health. She also serves on the board for Tapestry Health and on the Board of USC’s Leonard D. Schaeffer Center for Health Policy & Economics.

In 2019, she was named as Modern Healthcare’s #1 Most Influential Person in Healthcare and was part of the Top 25 Women Leaders. She was also named to the most influential list in 2020, 2024 and 2025. Her healthcare articles have been published in The Wall Street Journal, Washington Post, Health Affairs, Modern Healthcare, Newsweek, CNN, USA Today, STAT, and others. She is a graduate of the University of Maryland and Johns Hopkins Bloomberg School of Public Health.
